Trump Continues to Target Foreign Students: Why it Matters


A press statement released by Secretary of State Rubio announced plans for aggressive visa revocations for Chinese students in the United States, specifically targeting students with alleged connections to the Chinese Communist Party (CCP), and students in critical fields (STEM related). No specific guidelines have been released regarding the criteria for the upcoming revocations beyond these two points.

Visa revocations as part of Trump’s Immigration Reforms

One of the pillars of Trump’s election campaign under his “America First” perspective was a commitment to prioritize the safety of the United States through immigration reform. But the administration’s actions towards immigrants and temporary residents since entering office are grossly out of proportion to achieve those goals. The Trump Administration has aggressively attacked international communities in the United States. US permanent residents (green card holders), international students, refugees, and more have all been affected by the administration’s actions. This announcement is the most recent effort in the administration’s goal to “Make America Safe Again.”

Secretary Rubio says “aggressively” revoking Chinese student visas will put America first. But it won’t. Here’s why:

The United States immensely benefits from international student enrollment in our universities. According to NAFSA, during the 2023-2024 academic year, international students contributed $43.8 billion to the U.S. economy and supported almost 380,000 jobs. From 2009 until 2023, China sent the largest number of international students to the US annually. Currently, it makes up the second largest pool of foreign students in the United States, after India, and despite a 4% decline in the number of Chinese students at U.S. universities last year, over 275,000 Chinese students studied in the country. Sending these students back to China and preventing others from entering the United States will be a huge financial loss, especially considering that they are not the only group of international students being targeted by the Trump Administration.

One of the focus groups of China’s student visa revocations is Chinese students pursuing degrees/ higher education in STEM fields. Likely, the Trump Administration wants to prevent the acquisition of knowledge domestically that China can profit from when the international students return home, hence the title of Rubio’s press statement: “New Visa Policies Put America First, Not China.” However, this perspective is narrow-minded and ignores the contributions that international students make in the United States economically, intellectually, and within key industries. Additionally, it ignores that many foreign students want to stay in the United States once they complete their higher education. Oftentimes, this option is available to them through a work visa –where individuals are directly pouring into the United States by applying the knowledge they gained here as a foreign student. Their education is a long-term investment into the U.S. economy. Revoking Chinese student visas to “one-up” China communicates that the United States is willing to suffer if it means that China suffers more. Not a good look, if you ask me.

Furthermore, widespread student visa revocations will hurt the United States by leading to brain drain. Also referred to as “human capital flight,” brain drain is when large groups of educated individuals leave a country, often due to better opportunities overseas . Brain drain damages the country from which the group is leaving, as it weakens its workforce. The actions of the Trump Administration towards international students (especially considering the upcoming Chinese student visa revocations) will inevitably lead to brain drain, and a significant loss of human capital. CEO of NAFSA Fanta Aw, stated in 2024 that global market competition keeps growing and that the United States will have to make efforts to retain talent, especially within STEM fields (one of the groups targeted by Rubio’s planned visa revocations). International competition continues to increase, and by preventing international students from studying within our borders, we are encouraging them to take their skills, passion, and knowledge elsewhere. The administration’s attitude towards international students is counterproductive to the goal of “Making America Great Again” by pushing human talent out of the United States instead of attracting and retaining it.

The bigger picture

Rather than a thought-out, logical security strategy, Trump’s immigration reforms seem like a direct attack on anyone who isn’t a U.S. citizen. The “America First” approach is meant to strengthen the United States, but the extreme decisions around immigration (including those affecting international students) since the start of Trump’s second term will harm the country by denying entry to non-citizens who are passionate about living and studying here and would significantly contribute to our nation’s success. Some will argue that it’s not the U.S. government’s responsibility to consider the needs and rights of any group other than American citizens. Not only does that perspective ignore the fact that the presence of non-citizens can benefit Americans, but it also directly contradicts longstanding values we claim to hold as a nation, such as fairness, equality, diversity, inclusion, and the idea that we are the land of opportunity, where anyone can be successful if they are determined and work hard. Simply put, we’re turning our backs on the American Dream.
