The Supreme Court will allow the Trump Administration to move forward with the suspension of the CHNV humanitarian parole program, affecting over half a million foreign nationals from Cuba, Haiti, Nicaragua, and Venezuela. The program, implemented by the Biden Administration in January 2023, facilitated the entry of these foreign nationals into the United States based on humanitarian concerns or clear public benefit. CHNV nationals were granted entry into the United States for 2 years under the program on the condition that they had a sponsor in the United States to support them during their temporary stay.
The Trump Administration terminated the CHNV parole program via Trump’s executive order on January 20th but was quickly blocked by a U.S. district court judge, preventing the administration from pausing parole applications. However, the Supreme Court ruled on Friday that the U.S. government has the authority to suspend the program. The emergency decision is not final, as the terminations will continue to be fought in the lower courts, but it deepens concern for foreign nationals within our country who are unsure of their security in the United States and prepare for the possibility of having to leave.
